Main obligations:

• To apply the measures foreseen by the legislation in force referring to the regarding of the ensuring the functioning in best conditions of the service to supply with thermal energy to the localities;
• To monitor the implementation of the environment specific European standards by the local public administration authorities and by the operators of the heating system units being in the administration of the local public authorities;
• To carry out the provisions of the normative acts regarding the setting up and the functioning the management units for the Programs „Heating systems 2006-2015 heat and comfort” and „Electrification 2007-2009”.

• To elaborate and to modify the normative documents regarding to the organization under technical aspect of the elections;
• To ensure the respecting of the general form of government of local autonomy;
• To apply the Law no. 213/1998 regarding the public property and the juridical form of government of this, respectively to modify this law;
• To elaborate, together with other ministries, proposals regarding the improvement the territorial-administrative organization of Romania, taking the measures which are imposed to consult by referendum the interested local communities.

To ensure the respecting and applying the community standards in the field of state aid for which MAI is initiator or provider;
To carry out the obligations in the field of assisted areas, in his quality of regulation authority;
 To implement the Government policy in the field of industrial parks;
To assign funds to make up for the unexpected growth of prices to the combustibles, according to the Government Order no. 36/2006.

• To realise the partnership with the associative structures of the local public administration authorities, through their consultations in order to improve the legislative and institutional framework and the social dialog with the trade union federations and employers representative at national level;
• To assure the collaboration of MAI with bodies and structures of the European Council;
• To assure the relation with the Consultative Council of the representatives of the local public administration authorities;
• To assure the achievement of dialogue and social partnership with the trade union federations and employers from the public utilities services.
