On the 20th of July 1864 , On the basis of the Law no.160, the Ministry of Interior and the Ministry of Public Works merged and got the name of Ministry of Interior, Agriculture and Public Works. The law mentioned above was necessary in order to improve public works, by having the support of the general administration. Four years later, in 1868, the Ministry of Agriculture, Commerce and Public Works appeared from the Ministry of Interior. On the 1st of November 1892 - when &ldquo;The Law regarding the organizing of the exterior administrative authorities, which are dependent of the Ministry of Interior, and the establishing of the administrative circumscriptions&rdquo; was approved, the territorial units pf the Ministry of Interior were also organized. Therefore, the Ministry of Interior consisted of: general administrative inspectorates, county prefect&rsquo;s offices, county sub-prefect&rsquo;s offices and small rural district (called &ldquo;plasi&rdquo;) sub &ndash; prefect&rsquo;s offices, mayors of urban and rural villages. On the 20th of June 1913 - a new law was adopted, regarding the structure of the Ministry of Interior. Therefore, the ministry consisted of central and special services. Among other special services, there were the General Directorate of Sanitary Service, the General Directorate of Telegraphs, Mail and Telephones, the General Directorate of Prisons, the Official Monitor, and the State Publishing House. On the 22nd of June 1919 - , by means of a Decree &ndash; Law, the structure of the Ministry of Interior covered the whole Great Romania. The Deputies&rsquo; Assembly adopted &ldquo;the Administrative Law&rdquo; on the 21st of July 1929 , and the Senate adopted it on the 25th of July. The Prefect, being the head of the county administration, was the representative of the government in the county and was appointed on the basis of a Royal Decree. &ldquo;The Ministries Law&rdquo; was adopted on the 2nd of August 1929 which also included the Ministry of Interior. Among other attributions given to this ministry, we mention the following ones: leading the country&rsquo;s general administration, the state order and safety, local administration control etc. The Organizational Regulation of the Ministry of Interior&rdquo; from the 25th of January 1930 brought back the definition of the Ministry of Interior given by the Organic Regulation almost a century earlier, stipulating that &ldquo;It is the Ministry&rsquo;s of Interior attribution to assure the general administration of the country and the state order and safety&rdquo;. The Law regarding the organizing of the Ministry of Interior&rdquo; from the 4th of January 1936 stipulated that the institution, as a political factor in charge with the domestic order of the state, had a double mission: assuring the general administration of the country and defending public order and state safety. Besides the Ministry of Interior, there were functioning, as attached institutions, the National Office of Tourism, the National Office of Population Defense Against Air Attacks, the Office of Radio Broadcasting and Cinema, and the General Institute of Statistics; The Ministry of Public Order was created on the 28th of September 1939 whose attributions were the management of the State General Police and the Gendarmerie. This ministry was dissolved on the 3rd of October, the same year, its competencies being taken over by the Ministry of Interior. In 1941, the Ministry of Interior changed its naming into the Ministry of Domestic Affairs. In 1947, a new restructuring of the Ministry of Domestic Affairs took place and several services of the central and local administration were included in it. The Border Police, known as &ldquo;Graniceri&rdquo;, which were created in 1904, were taken over by the Ministry of Interior and remained there till 1960 when they were transferred to the Ministry of National Defense. After the events from 1989, they went back to the Ministry of Interior. ; On the 30th of August 1948 , the Decree no. 221 stipulated that the General Directorate of the People&rsquo;s Security became part of the Ministry of Domestic Affairs. 16 martie 1949 &ndash; Ministerul Afacerilor Interne a primit o noua organizare prin Decretul nr.102, institutia urm&acirc;nd a fi condusa de un ministru, ajutat de un consiliu, ministrii adjuncti si consilieri ministeriali. On the 20th of September 1952 , the Decree no. 324 reorganized the Ministry of Domestic Affairs. Therefore, the Ministry of State Security was born which was a central distinct structure. On the 7th of September 1953 , the Decree no. 365 stipulated the unification between the Ministry of State Security and the Ministry of Domestic Affairs. On the 11th of July 1956 , the Ministers&rsquo; Council Decision no. 1361 establishes a new structuring of the Ministry of Domestic Affairs, consisting of two departments: the Security Department and the Department of Interior. On the 30th of May 1963 , the Ministry of Domestic Affairs got a new organizational structure, by means of the Decree no. 141: the Security Apparatus, the Political Directorate of Troops and Formations of the Ministry of Domestic Affairs, Troops, the Military Apparatus, the General Directorate of the State Archives, territorial units (16 regional units). On the 22nd of July 1967 , the Ministry of Domestic Affairs got a new organizational structure, by means of the Decree no. 710. Within the ministry, the Department of State Security, led by the Council of State Security, was functioning. . On the 4th of April 1968 , the Ministry of Domestic Affairs was reorganized again and the Council of State Security became a central state institution. 19 aprilie 1972 &ndash; Prin Decretul nr.130, Consiliul Securitatii Statului fuzioneaza cu Ministerul Afacerilor Interne. On the 19th of April 1972 , by means of the Decree no. 130, the Council of State Security merged with the Ministry of Domestic Affairs. The following structures were also part of the new institution: the Security, the Militia, the Troops of Security and Firefighters, the Penitentiaries, and the State Archives. On the 22nd of December 1989 , in accordance with the Decision of the National Salvation Front, the Ministry of Interior was subordinated to the Superior Military Council. On the 25th of December 1989 , in accordance with the Statement no. 2 of the National Salvation Front, all units of the Ministry of Interior were subordinated to the Ministry of national Defense. On the 18th of December 1990 , the Law no. 40, regarding the organizing and functioning of the Ministry of Interior, was adopted, consisting of the following structures: Police, Gendarmerie, Border Police, Firefighters, National Archives. On the 3rd of June 1992 , the Law no. 56 stipulates that the Border Guard Troops Command becomes the National Border Guard Command, being taken over by the Ministry of Interior, from the Ministry of National Defense; On the 4th of June 1999 , the Romanian Government Urgency Ordinance no. 80 sets up the Romanian Border Police, reuniting, within its structure, the National Border Guard Command, the Directorate of Border Police and the Naval Transport Police from the General Inspectorate of Romanian Police; On the 28 th of June 2003 , by means of the Romanian Government Urgency Ordinance no. 63, approved by the Law no. 604 from the 22nd of December 2003, the Ministry of Interior merges with the Ministry of Public Administration and gets the naming of Ministry of Administration and Interior. Cartierul III The third sector contains the ensigns of the General Inspectorate of Border Police. On a green shield, one may notice a silver landmark which has, in its upper part, two crossed golden swords, and, in its lower part, a black natural anchor. The landmark is leant by, on both sides, by two golden lions.. Cartierul IV The fourth sector represents the General Inspectorate of Romanian Gendarmerie. On a blue shield, there is a silver rhombus, coming out of a three leaf garland and having a stylized &ldquo;J&rdquo; letter in the midst. Cartierul V The fifth sector contains the emblem of the National Archives, on a red shield, on which one may notice a natural unfurled parchment, validated by an attached red seal, having a black &ndash; framed border and a blue string. The parchment is superposed on a black torch with golden flames. . The meaning of the elements: the balance &ndash; symbol of social justice, highlighting the competence of the institution in the field of law enforcement; the Roman council axes evokes the attributions of the Ministry of Administration and Interior in a lawful state, as a guarantee of public order; the firefighter helmet, superposed on two hatchets, are the traditional signs of the military firefighters; the landmark with the anchor and the crossed swords evokes the idea of guarding and control, as well as the inviolability of the Romanian borders; the lions symbolize vigilance, nobleness, heroism, suggesting the idea of a permanent guarding of the country borders; the J letter signifies, since the last century, the Romanian Gendarmerie; the oak leaf garland symbolizes the power of sacrifice and duration of the lawful state; the unfurled parchment evokes the interest regarding the conservation and the usage of the National Archives Fund; the torch suggests the role played by the National Archives in the process of developing science and culture. MAI’s responsibilities in the field of public administration: monitors the enforcement of provisions contained by the strategies and programs of reform and restructuring of the central and local public administration, elaborated on basis of the Governing Programme, in compliance with the European Union standards and the domestic legislation and it ensures the achieving of strategies and programs in its own activity field; guides and controls the prefect \'s activity for the fulfilment of the Governing Programme; initiates projects of enactments in the field of decentralized public services; guides and supports the local public authorities and their own apparatus in the proper and unitary enforcement of the legal provisions and in fulfilling their attributions granted by the law; ensures the consulting with non-governmental organizations and with the authorities of the local public administration, under the conditions of the law; endorses the projects of enactments elaborated by ministries and by other specialty bodies of the central public administration, enactments that contain provisions related to the local public administration; monitors the cooperation agreements and conventions that the authorities of the local public administration conclude with authorities of the local public administration from other countries; in collaboration with the authorities of the local public administration, it elaborates and monitors development strategies and programs for the urban infrastructure and communal husbandry services and it grants support for the achieving of some public-private partnership projects; ensures the setting up and functioning of management units for projects with foreign reimbursable and non-reimbursable financing, provided by foreign financial institutions; elaborates and submits for approval the industrial parks strategy of development; in its activity field, it sets the dialogue and social partnership with the trade unions and patron federations which are representative at the national level; through the subordinated specialty structures it ensures the enforcement of the strategy and Governing Programme in the domain of the public function management and public servants, the formation and improving of the specialized professional training in administration, the activity of geodesy, topography, photogrametry, teledetection, cadastre and cartography, the monitoring of the unitary enforcement of the Law no. 10/2001 pertaining to the legal regime of certain real estates abusively taken over during the period March 6, 1945 – December 22, 1989, the persons records, as well as the activity of preventing and managing the civil emergency situations; sets up and operates the National Computerised System of the Persons Record. Other duties : elaborates, approves and keeps the record of enactments projects regarding the activity of the ministry and of the units in its structures and supports them in front of the Government and of the Parliament; elaborates the objectives and guidelines of the international activity in the field of public administration and internal affairs, in compliance with the Governing Programme and with the obligations reverting to it pursuant to international documents to which Romania is a party and according to the strategy of European and Euro-Atlantic integration; organizes, coordinates, ensures and executes, in the country and abroad, cooperation and international relations activities, in its field of competence; coordinates and controls the observance by the subordinated structures of the provisions comprised in the own enactments of organizing and functioning; achieves the human resources management; elaborates the ministry \'s draft of budget, organizes and controls the entire economic-financial activity of loans approval; initiates enactments projects pertaining to the wages of public servants and of public servants with special statute; achieves the logistic management; exercises its duties provided by the law related to the activity performed by the autonomous administration, as well as by other subordinated units or departments; organizes, coordinates and controls the own activity of communications, IT, military mail, as well as the activity regarding the state cipher, the communications secrecy and protection; it manages the governmental and nongovernmental radio-electric spectrum allotted for the fulfilment of specific missions; exercises, according to the law, its duties regarding the defence against fires, the civil protection and the environment protection; through the own specialty units, it organizes and ensures prophylactic, curative and recovering psychological and medical assistance for the active personnel, for the retired workers, their family members and other categories of persons; implements Romania  \'s policies in the refugees domain; organizes and coordinates the activity of issuing and general record of identity and travel documents; organizes and coordinates the activity of issuing and registration of driver licenses and of road vehicles registration certificates; ensures the legal protection of the own patrimony and of its legitimate interests in front of the Courts of law; organizes, leads and controls the activity of decisional transparency, public information and relations with the press, of releasing publications, films, shows and audiovisual materials regarding the specific activity; negotiates and concludes specialty assistance agreements for achieving the reform programs in its activity field; leads its own specialty educational institutions; ensures the carrying out of all the activities related to the environment protection, according to the law; any other attributions provided by the law. In the public administration area, the following targets are aimed: &#149; respecting the commitments made in the EU accession process on the public administration reform; &#149; translating and applying the acquis communautaire in the local public administration area, and in the public administration field in the respective domain that comes within MAI \'s jurisdiction; &#149; developing the co-operation relations developed by the Ministry of Administration and Interior with counterpart agencies and international organisations; &#149; stimulating and supporting the local public authorities for enhancing the co-operation relations with counterpart institutions. At the same time, one of the ministry priority is represented by the international relations in the public administration area : development of the Romanian public local authorities \' partnership relations with counterpart institutions of other countries, with a view to increasing and strengthening the capacity of local public administration on accessing the European funds and on the best practices in the field of local public services . In the area of public order and safety, the following objectives are aimed: &#149; accomplishing the activities subordinated to the principles and directions of the Romanian State policy, within the limits of the priorities and strategic objectives provided by the Governing Programme and based on the Priority Action Plan for the EU accession. &#149; increasing the bilateral dialogue, diversifying, strengthening and deepening the specific co-operation in the home affairs area with the partners from the EU Member States, USA, EU candidate countries, with other states with a high co-operation potential, as well as within the framework of the international organisms and organisations with interest in the field of unconventional threats to security, for promoting and defending Romania \'s interests and image abroad. &#149; regulating, on legal base, the MAI relations with the international organisations (in 2005 this objective was materialised with the Police Association from the South-Eastern Europe, the European Network of the Criminal Science Institutions and the European Association of Libraries and Information Services on Alcohol and other Drugs). &#149; enlarging the home affairs attach&eacute; network.
