Introduction

Introduction The Critical Infrastructure Protection Coordination Center is the central specialized unit of the Ministry of Internal Affairs responsible for organizing and carrying out the activities necessary for the implementation of GEO no. 98/2010 on the identification, designation and protection of critical infrastructure, approved with amendments by Law no. 18/2011

Responsibilities

  • acts as a national contact point in the field of critical infrastructure protection in relation to the European Commission, the EU Member States, the North Atlantic Treaty Organization and other international structures;
  • manages at the national level the CIWIN (Critical Infrastructure Warning Information Network);
  • submits annual reports to the European Commission on the number of European Critical Infrastructures per sector on which there have been debates on thresholds for cross-sectoral criteria;
  • updates annually the European Commission on the number of European critical infrastructures designated per each sector as well as on the number of Member States dependent on each designated European Critical Infrastructure;
  • facilitates the participation to the actions coordinated by the European Commission in the field of training and exchange of information on new technical developments in the field of critical infrastructure protection of the relevant public authorities representatives;
  • requests the responsible public authorities to participate in bilateral / multilateral talks with a view to concluding agreements on the designation of European Critical Infrastructures;
  • participates, upon request of the European Commission, to the development of guidelines for the application of sectoral and cross-sectoral criteria as well as to approximate the values of critical thresholds used to identify national critical infrastructures;
  • draws up draft normative acts specific to the critical infrastructure protection field;
  • manages cooperation between responsible public authorities and non-governmental structures in the field of critical infrastructure protection;
  • coordinates the activities of responsible public authorities and European / National Critical Infrastructure Owners / Operators / Managers with a view to identifying and designating them;
  • calls on the responsible public authorities to participate in bilateral and / or multilateral debates with other Member States that may be significantly affected by a potential European Critical Infrastructure located on national soil or which could significantly affect national territory, for those potential European Critical Infrastructures located in other Member States;
  • supports the responsible public authorities and the Owners / Operators / Managers of designated national / European critical infrastructure by providing them with access to information on best available practice and methods;
  • fosters cooperation of responsible public authorities with partners in the private sector and academia, as well as with non-governmental organizations;
  • carries out the responsibilities of the Ministry of Internal Affairs as a public authority in charge of the Critical Infrastructure sectors „National Security” and „Administration”;
  • a as a specialized department of the Ministry of Internal Affairs in the field of critical infrastructure protection;
  • organizes, coordinates and manages the periodical review and updating of documents specific to the field of critical infrastructure protection, drafted at the level of the specialized body under its jurisdiction;
  • is responsible for updating the database of the national communication mechanism in the field of critical infrastructure protection, with regard to identified risks, threats and vulnerabilities to the national / European critical infrastructure under its responsibility;
  • performs ongoing monitoring of the risks, threats and vulnerabilities of the national / European critical infrastructure under its responsibility;
  • initiates proposals for immediate measures in case when risks at the level of national / European critical infrastructure under its responsibility are identified;
  • coordinates the setup activity of annual verification plans through specific drills and activities, the feasibility of SOPs or equivalent documents in force at the level of the national / European critical infrastructure owners / operators/administrators, within its area of responsibility;
  • submits for approval to the head of the responsible public authority the membership of the PSO Evaluation Committee;
  • monitors on a permanent basis the meeting of its obligations provided by the national legislation in the field, according to its responsibilities;
  • acts as representative of the Ministry of Internal Affairs in the interinstitutional working Group established according to the provisions of RGH no. 1110/2010 at the level of the Government of Romania, as well as the permanent technical secretariat of the Group;
  • coordinates the dissemination of vocational training as well as scientific research opportunities in the field of security and critical infrastructure protection.
