Introduction

The Directorate for External Non-Reimbursable Funds is the specialized structure within the Ministry of Internal Affairs, without legal personality, with general territorial jurisdiction in the field of coordinating the activities related to the management of the external non-reimbursable funds and the implementation of the legislation in force governing the management of this field of activity.

Responsibilities

  • acts as Responsible Authority for accessing, coordinating and monitoring the implementation of the programs/projects funded by external grants allocated to Home Affairs, namely the Asylum, Migration and Integration Fund, the Internal Security Fund and the General Programme „Solidarity and Management of Migration Flows”
  • as an intermediary body at MIA level, it carries out the activities necessary for the management of the European post-accession fund „Schengen Facilityˮ, and, as implementing authority for the PHARE and Transition Facility programmes, performs specific activities required for the final reporting and official closure of the annual programmes
  • identifies and reviews sources of funding for achieving the priorities and goals of the Ministry and disseminates information to MoIA structures that meet the eligibility criteria for FESI and other non-reimbursable external funds
  • drafts guides, specific procedures and methodologies to facilitate access and implementation of projects funded by FESI and other non-reimbursable external funds
  • analyzes and endorses project proposals funded by FESI and other non-reimbursable external funds drafted by the Ministry’s structures, according to the strategic priorities established at the Ministry level
  • initiates and implements, in cooperation with other structures of the Ministry, projects funded by the FESI and other non-reimbursable external funds that respond to the priorities and needs of the Ministry
  • manages, directly or indirectly, grant-based mechanisms allocated for the MoIA’s area of responsibility
  • informs the MoIA’s entities about funding opportunities from external grants and provides support to the institution’s structures in order to access external funds, including, but not limited to, the preparation of project fiches, the negotiation with the funder, the conclusion of financing agreements, of partnerships, financing contracts etc.
  • exercises powers as structure responsible for the general management of the Programme Operator for RO 21 Programme „Schengen Cooperation and Combating Organized Crime and Cross-Border Crime”, funded by the Norwegian Financial Mechanism 2009-2014 (NFM), in accordance with the provisions of the applicable legal framework
  • conducts negotiations in its area of responsibility, in compliance with the legal provisions, in order to attract new sources of external funding (grants) or for future programming frameworks of existing mechanisms, and also for establishing partnerships with institutions or with EU or third-party states, as well as with other Romanian or foreign government or private organizations
  • coordinates and monitors, at MIA’s structures level, the scheduling and implementation, in accordance with the applicable rules, of the projects funded by the Romanian-Swiss Cooperation Programe, representing MIA in the Steering Committees and Monitoring Committees and exercising the right to vote on behalf of the institution and under the terms of the law.
