Introduction

The General Directorate for Emergency Medical Management is the subordinate structure of the Department for Emergency Situations, responsible for monitoring, operational control and inspection of ambulance services and for emergency prevention and medical units interventions’ management in emergency situations, consisting of the following structures:

  • Monitoring and Coordination Service
  • Telemedicine Coordination Compartment
  • Control and Inspection Department
  • The Methodological Guidance in the field of Emergency Medical Assistance Regulations and Endorsements Office
  • Public Relations Compartment
  • Decision-Making Support and Document Management

Responsibilities

  • to prevent emergencies and ensure response capacity for medical emergency structures, through monitoring, operational control and inspection of County and Bucharest Municipality Ambulance Services, UPU/CPU, including the organizational, operational and medical components of mobile emergency services, resuscitation and extrication;
  • to manage the intervention of medical structures in emergency situations, by providing and coordinating the human, material, financial and other resources needed to restore the state of normality and by the operational coordination of the ambulance services, of the structures providing qualified first aid, of Salvamont public services, as well as of UPU/CPU, including emergency medical assistance provided by the mobile emergency, resuscitation and extrication services;
  • to prevent emergencies and ensure proper response capacity for medical emergency structures in crisis situations, in cooperation with other emergency response structures;
  • to manage in a coherent, focused and coordinated manner the intervention of medical structures in crisis situations, in cooperation with the other emergency response structures;
  • to create a reference framework for the enforcement of the specific legislation in a coherent and cohesive manner in the field of emergency medical assistance and qualified first aid;
  • to increase the quality and efficiency and to shorten the response time of the structures involved in the emergency medical assistance and qualified first aid interventions;
  • to monitor and to ensure operational control of the activity of County and Bucharest Municipality Ambulance Services, of qualified first aid services and of UPU/CPU;
  • to monitor and coordinate pre-hospital and inter-hospital telemedicine activities in the field of emergency medical assistance;
  • to collect, process and analyze data on the work of emergency medical assistance services and to submit it to the Secretary of State, Head of Department, Director General, Deputy Director General, and to the other structures within the Department and Ministry;
  • to provide operational control and to inspect the activity of ambulance services, including private ones, of mobile emergency, resuscitation and extrication services, of UPU/CPU structures within public and private medical units;
  • to provide operational control and to inspect pre-hospital and inter-hospital telemedicine activities in the field of emergency medical assistance;
  • to conduct inspections regarding the observance of the legal regulations in force on the medical activity of the emergency services, on their readiness for the execution of their responsibilities under the legislation in force in case of calamities or other special circumstances, compliance with the orders issued by the Department or General Directorate’s management, as well as to issue administrative fines for non-compliance with these regulations;
  • to participate in the drawing-up process of the strategy for the development of integrated emergency medical assistance and qualified first aid system;
  • to participate in the drafting, supplementing and amending of specific healthcare legislation, in cooperation with the relevant structures within or subordinated to the Ministry of Internal Affairs and Ministry of Health;
  • to analyze proposals for regulations and normative acts which can impact the emergency medical activity, with the aim of having them endorsed by the Department’s management, and to submit them for endorsement, supplementation, amendment or repeal, as the case may be.
