Dear employees of the prefect’s institutions,
The Day of the Prefect’s Institution is a good opportunity to highlight the place and the strategic role that the prefect’s institutions occupy in the administrative architecture of the Romanian state, but also the constant efforts they make for the smooth running of the activities in the territory.
We cannot talk about administrative efficiency without performing institutions, adapted to current challenges and anchored in the realities that communities face every day. And here, the role of the prefect’s institutions is a determining one, as a coordinator of the entire decentralized public services apparatus in the country and ensuring balance and good collaboration between these entities.
Throughout its existence, in the 159 years since its first mention, regardless of how it was called and how it was organized, this essential institution of the Romanian state has always been an important component of public authority and carried a major responsibility in relation to the government and the citizens.
A witness to history and an active element of the evolution of Romania as a modern state, the institution of the prefect keeps untouched even today values such as respect for the law, respect for the fundamental rights and freedoms of people, the tireless fight for the good and the interests of the citizens.
Whether we are talking about ensuring the implementation of government policies at the local level, or the management of emergency situations, the organization of electoral polls or other unforeseen situations that require the integrated intervention of the state institutions at the county level, you are always the first response of the state authority, the first to whom the hopes and expectations of the people are directed.
Professionalism and commitment are expected from you to quickly find the best and most effective solutions. And it is natural that it should be so, since, once you have taken over this important position, you have committed yourself to put all your skill and all your power at the service of the residents of the county you lead.
You are, by law, guarantors of compliance with the law and public order at the county level, and this role, as representatives of the Government in the territory, obliges you to perform, both before the Executive and before the people, the direct evaluators of your actions.
Ladies and gentlemen prefects and sub-prefects,
My message today is a public invitation to recognize the role and merits of the prefect’s institution in the development of the Romanian state.
As a member of the Government of Romania, as Minister of Internal Affairs, I trust that you will carry on the prestige of this institution, with responsibility and dedication, bringing innovation and efficiency to the level of the counties you lead, being, at the same time, the example to follow for the institutions on which you coordinate.
On the occasion of the Day of the Prefect’s Institution, I wish all of you, prefects, sub-prefects and employees of these institutions, health, work power and much success in the projects you have proposed!
